Hurdles remain in lifting flood plain status
HAMMOND | Officials of the city and the town of Highland continue to expect land along the Little Calumet River in both communities from Cline to Northcote avenues to be removed from the flood plain by the Federal Emergency Management Agency.
That despite the failure of the Indiana General Assembly during the biennial session to fund operation and maintenance for the levee project being overseen by the U.S. Army Corps of Engineers and the uncertainty about whether a Calumet Burns Conservancy District can be formed to collect fees from property owners to pay for operation and maintenance.
Lake County Surveyor George Van Til and Hammond Mayor Thomas M. McDermott Jr. are touting formation of the conservancy district.
"Hammond and Highland have retained our own consulting engineer and filed a letter of map revision with FEMA to take a small area out of the flood plain," said Rick Calinski, McDermott's chief of staff.
The letter is one of the final steps in requesting FEMA revise flood plain maps and remove an area from that designation, because the levee project is completed there, Calinski said.
Two years ago, Hammond and Highland filed a conditional letter of map revision with FEMA as the first step in the process.
Siaeash Biek with Christopher B. Burke Engineering Ltd. of Indianapolis has been working with the municipalities on the letter of map revision.
The company specializes in the planning, design, and construction management of local government and private infrastructure projects, including flood protection, stormwater, wastewater, environmental management, recreation and transportation.
"Christopher Burke and Mr. Biek have done countless LOMRs across the country," Calinski said.
However, there is a major glitch in this final LOMR step, he said.
A weakness in the tie-back of the levee in the southern portion of Griffith has been discovered which needs to be addressed before FEMA will consider the LOMR for approval.
"We will be at the table with the Little Calumet River Basin Development Commission and Griffith will probably have to join the talks," Calinski said.
The land includes the nearly 100-acre site of the former Woodmar Country Club owned by Cabela's. Hammond established the site as a tax increment financing district, which produced millions of dollars used toward infrastructure improvements.
Because of the flood plain designation, Cabela's management chose to build the 185,000-square foot structure 6 feet above grade, adding about $1 million to construction costs.
