Drop house operator gets 10 years in jail

PHOENIX – Jose Israel Barron-Herrera, 37, of Nayarit, Mexico, was sentenced on Monday to 10 years in prison by U.S. District Judge Neil V. Wake for overseeing, operating, and profiting from several Phoenix “drop houses” in which smuggled aliens were held hostage. 

Barron-Herrera is the fifth person who has now been convicted and sentenced for participating in the alien smuggling conspiracy that operated these drop houses. His sentence of 10 years represents the longest sentence that has been imposed to date.

“Acting as a manager and running a drop house from afar does nothing to shield this defendant from responsibility for the awful crimes perpetrated by violent human smugglers,” said U.S. Attorney Dennis K. Burke. “This sentence affirms that those who facilitate violence and extortion will be prosecuted and can face even stiffer sentences than their co-conspirators.”

“One of our priorities in criminal investigations is to identify and target the leadership behind smuggling organizations,” said Scott Brown, deputy special agent in charge of ICE Homeland Security Investigations in Phoenix. “Removing these players from the field degrades the criminal organizations’ ability to operate in Phoenix.”

Barron-Herrera’s involvement with the alien smuggling conspiracy began in July 2008, when he helped facilitate the operation of a violent drop house in Phoenix where 25 smuggled aliens were held hostage for several weeks. Barron-Herrera’s role at this house was to supervise the guards, who repeatedly “dry fired” their weapons at the smuggled aliens and made death threats. He also helped collect and launder the hostage fees paid by family members of the smuggled aliens. Although this drop house was broken up in late July 2008 by a raid by U.S. Immigration and Customs Enforcement (ICE), Barron-Herrera initially eluded apprehension because his role as a manager/supervisor in the conspiracy did not require him to be physically present at the house very often. As a result, Barron-Herrera continued to ply his trade. In March 2009, Barron-Herrera helped facilitate the operation of another Phoenix drop house, personally transported one of the smuggled aliens from Phoenix to Las Vegas, and placed a phone call to the smuggled alien’s family to extort money. Finally, in September 2009, Barron-Herrera assisted in the operation of another violent drop house in Phoenix in which nine more smuggled aliens were held hostage by armed guards.
